Gah, it's not that he's supposed to be fat headed. His muzzle is supposed to be over more of his face than usual, since he's looking up.

I think what makes it look that way is because you accented the sides of his muzzle ^^; It's hard to describe, so if you want I can demonstrate with a little MSPaint what I'm trying to say ^^;; His mouth would be a bit higher, too, if he were looking up.

Otherwise, it looks really cool! I like the wings a lot ^_^

his head does seem a bit out of proportion. i know sonic characters have big heads usually, but they also tend to have big hands and feet as well, which evens it out.

the wings are okay, but if you try looking for photos or images of a bird's proper wing for referance, i can see you improving on it greatly. ^^
