I think he's refering to this being our 3rd year of being around, as well as STC's 13th (#1 went on sale on May 29th 1993).
That or he's really happy to see Max Gamble again.
This is their third year anniversary coming up, indeed. And, I was giving a general congratulations because I've never had the chance to before.
