noone but youself should know your password, so i'm inclined to disbelieve you here.

You can't "steal" IP's. An IP is a number assigned to your computer by your ISP.

You already said your sister had your password and gave it to him. I don't see any mystery here, and there's nothing we can do anything about save banned whatever IP he's now.

I advise you find an EZsupporter and have them make a complaint against him. They listen to people who pay them.

which is what you should've done right away. make sure noone but yourself knows your passwords from now on, and you should be fine.
