Anyway to answer your question, I'm pretty sure it's either been archived into the forum jump, or renamed. Possibly altered as well. Whatever purpose it served is likely being carried out by another forum though.

The "all black" board was kind of a joke board where you couldn't see anything that was posted there. If you hovered your mouse over a picture or a piece of text, it would show up, but otherwise the board was completely black.

Hidden Palace is pretty much gone, I think. There is another forum in similar fashion to where all the bad spam goes (ads generated by bots and other crap) called Pocket Hell Dimension. My explanation probably is a bit inaccurate, but a "hidden" forum is still there in some form. As for past threads, I don't really have a clue.

EDIT: Just checked through forum jump. Any form of a "hidden" forum no longer exists. I was sure I was pretty inaccurate.
