How is it if Robotnik use to be Ivo Kintobor the how would Gerald and Maria be related to him?
Actually, he was Julian Kintobor, of the house of Ivo (I suppose Ivo was some kind of noble house, of which the Kintobors were a branch).
In the comic, Gerald and Maria are also referred to as Kintobor rather than Robotnik, if I recall correctly.
i think he might be referring to that supposed back story of Ivo Kintobor when sonic got turned blue by running too fast in one of his machines.
It sounds like it. But that story's been abandoned and the backstory rewritten since Sonic Adventure came out.

No. There is no "true" back story because Robotnik is fictitious. Okay, all kidding aside, it really depends which version of Robotnik you're talking about.
If you're talking about the Sega/Sonic X version, then there is no background info on him except for his family history.
If you're talking about the comic version, try issue #72, which gives somewhat of a biography of Robotnik. It's a bit outdated, but it's still canon in the comic.
I think I heard a reference somewhere that the Robotniks, upon leaving Station Square to avoid being connected to Gerard, changed their names to Kintobor upon arriving in Megaopolis..
...Or did I just imagine that explanation?
Maybe you're right, I'm not sure. Although I could swear that in issue 98, Maria and Gerald were referred to as Kintobors, I don't have my collection on hand so I can't check.

They're from the maternal-side of Eggman/Robotnik's family. They don't have to have the same last name. The only place in the comic where it seems the females keep their names was with the echidnas anyway.
