Actually the progression of strength SORT OF makes sense, other than the Red Ribbon Army, but that was very early in the series anyway. The androids were created by watching the fighters, so naturally they got stronger as the fighters did. And they only beat the androids because Trunks came back to warn them. Most of the Buu saga doesn't make sense, but it was only by having Goku and Vegeta fight that he was hatched. Really most of the threats that show up in DBZ are caused by the presense of the fighters.
