I've recently been browsing the TV Tropes Wiki, and I've stumbled on a lot of Dr. Who references. I've also recently discovered that, unless they've pulled it in the last couple months, Sci-Fi airs Dr. Who episodes. It's made me curious enough to want to check it out.
Can I jump in on any episode and understand what's going on, or do I have to watch the whole series from the beginning before anything makes sense?

Depends on what series you're talking about. If you're talking about Doctors 1-8 (c1969 to c1997), some of those would be tricky to jump into the middle of. Plus they tended to have story arcs going across around 4 episodes at a time.
You've mentioned Sci-Fi, which I think is more into the new series. In that case, you're talking about Doctors 9 (Eccleston) and 10 (Tennant). They're carefully designed so if you know nothing about the Doctor you can still understand what's going on. And unless you fall into the series in the second part of a two-parter, you should be fine. Most of the episodes are relatively stand-alone, although they all have references that pop up throughout the series.
Eccleston did one season; Tennant's third season has just finished airing over here (last weekend in fact). There are also some Xmas specials which are relatively stand-alone feature-lengths (The Christmas Invasion, The Runaway Bride & Voyage of the Damned - all Tennant).

I've been watching Doctor Who ever since SciFi started airing Eccleston season (Heheh, Series 1. Cultural differences are fun.). I love the show; the Doctors are such phenomenal actors. I tried to get into Sarah Jane Adventures, but it's just not the same without the Doc. Alonsy!
I actually prefer The Sarah Jane Adventures to a lot of New Who.
Less dumbing down (ironically enough). Less gratuitous stunt-casting of the executive producer's drinking buddies or people he hopes might go out for a drink with him afterwards. No sign yet of entire series' being based on how in love with the (alleged, given the prominence of Mary-Sues) protagonist everyone is. Less downright unlikeable Mary-Sues hogging the limelight.
At least give it a look - especially if you're jumping onto the new series.
