I did a tiny bit of research, but apparently this clip comes from a new remake of this Japanese children's show. I think they're sort of like Time Squad or something.

I have a videotape at home of "Time Fighters" which is apparently the dubbed version of several episodes of the "Time Gokan" series that precedes Yatterman. Good times.
