Sometimes random sites, which can be anything from a few specific sites to almost everything but Google, don't work. Since Google works whenever the internet does, I thought it might be a DNS thing, but it's not. Any ideas? Proxies do work so it seems to be the cable ISP.

I'm pretty sure Microsoft blocks ICMP echo requests on all of their network sites, so pinging a MS site shouldn't work even under normal circumstances.
I'm glad all of the info. here has been posted up, because this might actually be useful information to me someday, If I ever encounter this problem.

If you're not actually having the problem, letting everyone know it's POSSIBLE it might be useful later is, well, stating the obvious. You really don't need to tell everyone that.
