Matt, you're going across canons on a definitive match with Sonic.
Amy is not a contender for Sonic's affections in the Archie comic. Comparing her with Sally is like trying to work out if the red ranger and the yellow ranger are a true pairing without stating which Power Ranger spin-off you're referring to.
There's no "Who came first" mentality, as neither person is on the same race track. Both are fighting for the affections of a different Sonic The Hedgehog. One the SegaSonic one, and the other the Archie one.
