Yes, it's a vulnerability, but not a likely target of attack. There is a lot of testing done on milk to ensure that it is safe for consumption, and has the required protein and mineral content. Each stage of "processing" is done in a controlled environment and seeing someone new being where they shouldn't be dumping something into a vat would be a big warning sign they were up to no good.

There are much easier targets for bioterror. But so far terrorist organizations have stayed away from bioterror and prefered bombs, bullets, and chemicals.

Water could be threatened too. You just have to poison the supplies and bingo! Or if that's too complicated do it just like that unknown poisoner who snuck into water bottle depots all around northern Italy and poisoned random bottles. o.o
