Anyway, mine would be Gerald, he's got the most complex and realistic reason for going phsycho out of any of the bad guys.
The Army came up to his colony, killed almost everyone including his Grandaughter, inciting a need for bloody revenge, before his capture and seeming execution he programmed a load of crap into the ARK to make it crash into the Earth and kill everyone, ace!

Dr. Eggman. Great persistency and ingenius inventions and traps designed to kill Sonic. The biggets difficulties you'd have had in a Sonic game is most likely down to him. The Death Egg was an fantastic weapon and the Egg-o-Matic (or whatever its called) will always be a fun machine. 
Besides, he's like the only char who's really faster then Sonic which is both hilarious and awesome in itself.
Indeed, Eggy is the big villain. How he comes up with these inventions and his persistence just baffles me. No to mention what Pach said.

WW, can you honestly say that at the end of Sonic 2, when all the sudden you came face-to-foot with that huge Eggman robot, you didn't freak out just a little bit?
Granted, the boss was pie once you figured out how to beat him, but don't underestimate the power of pure psychological warfare.

Ivo Robotnik was very good, no I nevere freaked out (well, I only got Sonic 2 when I was 12, no not in a compilation I've still got a Mega Drive!) against him, he made me laugh. Up until Heroes, his puns and taunts went past 'So bad they're funny' into 'Please God, snipe me now!'

Ah yes, Sonic 1, SA2 (chao garden, my Chao could catch Sonic but not Ivo). Sheer genius.

I can honestly say that the large, goofy robot made into Eggman's likeness did'nt make me wet myself or anything to that effect. Made me chuckle quite a bit though. I was like 11 by the time I was good enough to get that far.
It's all tied up at this point. Eggman is becoming a softie and I don't think many people are happy with that. I thought he was the greatest villain since Simon Cowell.
But given the circumstances, Eggman Nega, though rarely seen, is the best villain. If Eggman is sliding more towards good, then his opposite should be sliding more towards evil. Get me?
He looks like Eggman, voiced by the same guy, and is crueler then Eggman. My vote goes to Eggman Nega.

Grounder is a pretty good idea. I remember when that happened. Course, that was a long time ago. He was BAD!
But let's think a little more hypothetical. Maybe we can't decide who the greatest villain is yet, but I have this feeling he's on his way...I can feel it...
However, if you throw in General Grievous into the Sonic franchise, he would be #1 hands down. And the Omochao joke, yeah, did any of you realize WHY he helped Team Dark in SA2? And what do you think he'll say at Sonic's funeral, after someone recites how great he was?

It's been a while since I watched Sonic X, so I do not remember this specific villian name -- I think it is Dark Oak?
Anyways, he appeared later on in the series, and I was in love with his design and personality. I was unhappy that he would most likely not appear anywhere else in the universe, but you never know. I thought he could've been an excellent new full-time villian.
Metal Sonic will always be my favorite. I bought Sonic Heroes JUST for Metal Sonic's reappearance.

Anyway, Shadow would have been an awesome villian had he stayed evil and carried out Gerald's plan to the bitter end allowing an awesome fight between Super Sonic vs. Super Shadow, but nooooooooo he had turn turn hero and we had to fight a Deus ex machina named Biolizard/harzard. *Sheesh*
Anyway I'm going to choose Gerald because he had planned ahead to get his revenge beyond the grave to have the last laugh. I also choose Eggman(even if he does seem like a joke to some people) because he created some of the most awesome machines(such as Metal Sonic), he's usually the catalyst of unleashing some super mega entity that has the power to destroy the world, and I find him amusing as a character.

No Sonic villain can match her attitude or pure evil. She is the personification of cool. She knows what she wants. A cart. In a castle. Wendy Witchcart is so badass she can hire a henchman named Fockewolf without laughing. She can also beat up Black Doom, Chaos, Metal Sonic, and Shadow in a fight. At the same time. If SSBB has Sonic characters, Wendy Witchcart should represent the series.
Eggman for his Egg Typhoon or whatever you call it bosses, and the way he laughs at you then gets all shocked when you hit him.
Gerald for best villain plot.

Deus couldn't be more right. Dark Oak is probably the greatest evil in the universe. 1)He's as strong as Super Sonic 2)He nearly destroyed the univers 3)He killed Molly...well, his damn organization did. 4) He killed off his own species! What kind of a-hole does that?
Anyway, he is the coolest looking bad guy. I don't see why he isn't in any of the games. It doesn't make sense.

Unfortunately in the British Sonic X Dark Oak killed no-one, well, some of his species but the characters still refused to say 'Dead' 'Death' 'Die' or 'Kill'. It's annoying. I despise the 4Kids version of Sonic X, but I've never seen the other versions.
Robotnik. Fastest thing alive, and by far the most memorable and orignal villain, even if they tried turning him inot a caricature in recent years.
Place number 2 goes to Chaos, for whom I've always had a soft spot.
Number 3 would be Metal pre-heroes.
my opinion on best villain is simple its.. Not Eggman... my god he has become soft.. boiled... anyways... everytime he appears as a threat then there is a bigger threat and he is all its hopeless sonic we have to team up or we are doomed... my top 3 villains are as follows:
1 Eggman Nega... he is everything Eggman isnt which is Evil.. come on he politely addresses your demise who doesnt love that..
2 Chaos because well he is cool and well he destroyed the egg carrier 2 in one shot
3 Fang because he was something new for the franchise i thought... and well u could have triple trouble without 3 antagonists now can ya... so what he isnt female or sex appeal.... is that really a good enough reason to boot him out for some bat... Imo nack should have been kept... and rouge is welcomed too but not as warmly as it would be for our favorite snaggle toothed weasel.
Fang, you bring up some good points (have no ds so can't play rush) 1: From what I heard, Eggman nega destoryed his and Blaze world and on wiki they said that he was ruthless.(I already knew that he was a badder version of Eggy with diffent clothes, come on - who whould want to were Eggy's clothes?!) so I can't 100% agree with that. 2: Your reason for thinking Chaos is the best villan is because he's cool and he dstoryed the eg in one shot. I dis agree. Chaos was confused and never for gived the people thas the same race as Knuckles (can't type that word) Eggman got Chaos out becuase he wanted to use 'the god of destustion' for his plan to take over the world (cough). Chaos was blinded with revenge and Eggy made it worse by giveing him the Chaos emaralds. he later betrayed Eggman, and after the fat moron tryed to stop him he blasted the eg. he also destoryed station squares with no wepions but his self. so, yes I have to agree with Chaos being one of the best bad guys if he was still evil. i just dis agree with you saying that he's a cool bad guy because he destoryed the eg in one shot. 3: I keep hereing about some early pictures of Sonic extream of Fang shoveing his gun barral under Sonic muzzle and Sonic in a winning pose with fang knocked out at his feet. from what I heard, Fang and the gun thing was takeing out but I don't know anything about the un counsis Fang. but as we all know Sonic extream was canned for Sonic 3d blast so we don't know if sonic killed him (I higly dout Sonic killing someone.) Fang was the first treasure hunter before Knux and Rouge and he can do better thean ms jewals stuffer any day. I can see if Fang KNEW Rouge. But it's just me. and in Sega Sonic world, Fang is a wolf/weseal (don't asked how) Any one is free to dis agree,agree and correct.
well i hope nega returns soon ... i heard that blaze is to be in sonic 360 and such but it could just be rumors... anyways. more on chaos. i like chaos because well he isnt necessarily another furry like sonic and etc. in a way chaos is like the hulk whilst eggman is like all the people that didnt understand what they were dealing with when they tried to kill the hulk and just merely cheesed him off...but yeah.. eggman just fueled the fire of chaos's anger..
maybe its just me but i Love having multiple villains for a franchise.. I do however hate that "Sega does what Nintendont" meaning they scrap alot of their characters and never bring them back.. whilst Nintendo brings back oldies as well as the new ones...

And to Great Uk: I never played rush (I seen a preview on you tube though) so thanks for the correction. And chaos killed them because they was greedy and wanted power. He did It for a good reason.

The liquid creature did what he thought was right to punish the greedy echidnas. He didn't kill Tikal before she got to the emerald, even though she was in plain sight (and being the chief's daughter), so maybe he knew that she didn't mean any of this to happen. Oh, and he most likely didn't kill anyone who would be Knux or something. Go figure where Knux came from.

He's just so awesome and evil! the original Sonic antagonist, i think his design, persona, and the fact that hes only appeared in a few games add to his underlying coolness, there will never be a better villain in a sonic game.
Metal Sonic is more like a rival once you really think about it. He wants to be the real Sonic, but he thinks there can only be one. So I have a solution to all of this:
Sonic must become the HIGHLANDER!!! There can only be one HIGHLANDER, but there CAN be a Highlander and a Sonic. Sonic can be the Highlander, and Metal Sonic can be Sonic, and get Amy.
But then again, making Metal Sonic, well, Sonic, the whole franchise will be a smorgasborg of confusion and uproar. Plus, a lot of people will be severely disappointed (me being one of them).
Now that I really think about it, Shadow, another "anti-Sonic", got his own game, so why can't Metal Sonic get his own game where he travels the cosmos, kicking major A$$ to find his destiny. Choose your path: is it really his destiny to destroy Sonic (Dark), free himself from Eggman (neutral), or is it his destiny to destroy the evil and find his true purpose (Hero)? Final, true boss will be Omochao, who used the power of darkness in an attempt to annoy everyone with his Captain Obvious advice.

The best sonic villain is..........Great Battle kukku 15th from Tails Adventure. He was the FIRST bad guy to find the chaos emarlds BEFORE Eggman and Tails stoped him with no freinds to help him. Tails kicked kukku butt and he never was heard from him angin. Tails need to appear in a game with the return of kukku army WITH NO SONIC TO HELP HIM! That's a automactic buy there. Think about it people. (write down for story ideal)
In the next Sonic title for the 360/PS3, there is a new bad guy: Disaster. He's like Chaos. (Get it, Chaos and Disaster? Ha ha ha) A spoiler in the trailer at E3 shows that "Perfect Disaster" is the final boss. And he's a lot worse then Chaos. Disaster is made out of MAGMA!!! Chaos is only blue liquid. Disaster needs credit for that at least.
Now that I think about it, Blaze is supposed to appear in the coming title, so maybe Disaster is the Chaos from Blaze's world. Go figure.
Disaster is a Disaster all right. One god of destrustion is enough. and a rip off Chaos - only magma. However, I can't juge him yet because the game is not out yet. I might eat my own words if he's good enough. And I think Siver is from blaze world (They said that he's from the future, but they did'et say he came from Blaze world that's from the future) I also like the ideal of disaster being chaos from Blaze world. (If blaze appear in wild fire, I have an exuse to make a Blaze X Siver story).
Disaster has been re-named 'Iblis' guys. Well, I think so....
Other way around. Iblis is now Disaster.
Also, I thought of a better ending for "Metal Sonic's" little title: at the real final battle he fights S* Sonic and beats him AND S* Shadow as S* Metal (but he doesn't kill them). At the end, he is starting to short circut because the power of, I don't know, a combo of the Power Rings and the Chaos Emeralds I guess. He's hanging on to a cliff with only one arm cuz the other got blown off. Sonic is like "Metal! Hurry! Grab my hand!". But Metal looks at Sonic and realizes that Sonic was Sonic, and he couldn't change that.
Metal thinks that his destiny was to have a heart and soul. But he couldn't, so he says "There can only be one 'Sonic, The Hedgehog'"....and then he lets go, plummiting down the cliff. After the credits role, Metal's head is shown with his parts at the bottom of the cliff. Then his eyes begin to light up a little. Then the screen fades, with Metal thinking "Do I.....have a heart?". So in other words, Metal will return...someday. I thought of this a while ago and thought that you might want to read it.
That was basically the ending of the OVA. o.o
I know. I kinda put together the franchise right there. My ending's cooler, though, and it ties up all of the serieses....that's not a word, but you get what I mean. Metal Sonic as a protagonist/Anti-Hero is just what we need, and that's the message I'm trying to point out.
I LOVED the ending of the OVA, so sad, such a ripoff of terminatior, but I DONT CARE!! METAL RULES!!! Hes my fave character and fave villain!

What's OVA? Is it te Sonic movie (the initials don't seem to fit into that but....)?
OVA have to do with something in Japan. You can read about it here on Sonic cartoons and you should see it. Sonic OVA is more um.. MATURE thean today Sonic cargtoons (Sonic sticking up his middle finger is one example) I found a video of Sonic OVA. I'll post if i find it. EDIT:sonic ova videos It should work.

i'm pretty sure OVA is when an anime hasn't been aired on TV and has gone direct to video.
OVA stands for "Original Video Animation". Basically, it's an anime movie based on an anime, alternate to a game, or an adaption to a game or anime. So yeah; it's an anime movie, really.
