I was just wondering if anyone else has noticed the blue thing and lonely sign post just to left (on the other side of the fence)of the starting line in the resort track...
Yeah, i noticed it too, good to know I'm not the only one o.o;;
Exploiting a glitch that lets you go behind the walls of the actual course (know that rock wall farthest from the waterfall in the passage behind said waterfall? Run into it. Constantly. Eventually you'll clip through; it's the only clipping glitch I know of), I can officially say... I dunno either, there's an invisible wall between me and it, even BEHIND the fence. On closer examination, though, I can guarantee this: it is most definitely a blue thing.
I don't know about Resort Island, but I have once gone through outside the track on Radical City. I was going so fast that I went right through the track bottom itself. (it suddenly sloped upwards) I got to see some of those buildings up close and go through them...but that all ended when I mistaked one of these before mentioned buildings and I ended back on the track with no escape. (the ground level casino building jumble) I tried to recreate it again but with no avail. Figure it was a one time shot. 
I've never noticed it before, sad to say, but I doubt it's anything to truly conspiracise over. Feels like every dang Sonic game has random craziness hidden behind the invisible walls. Though, it's rare to spot it without glitching through.
I'll take a curious gander next time I dig up the Saturn.
I just dug out the Saturn and checked it out, and indeed, it is there for reasons that are deeply puzzling to me.
I sat down and had a long conversation with it over the course of several hours, asking it, among other things, what it was, why it was here, what did it want, which flavour of marmalade it was that it preferred, and whether the new Star Wars movie was better than the first two. From all of this, however,
I was able to find out only two things about this enigma wrapped in a mystery wrapped in a conundrum covered in something blue, which SH already pointed out:
1)It is blue.
2)It most certainly is a thing.
The sign nearby was only slightly less helpful.
I'm sitting here playing the game on Saturn, and cannot find the blue object. I was in Time Attack and thought maybe it was only in Grand Prix mode, but I did not find it there either. Not that I'm horribly disappointed or anything.
As soon as you start the race, turn left and look over the fence over there.
Alternatively, clip through the wall in the passage behind the waterfall, run around the stage to get BEHIND the fence for a closer look. You can't touch it (yet another invisible wall; why they have an invisible wall behind ANOTHER invisible wall is beyond me), but you can get a closer look.

Beyond that, that's not really a mystery, just XP being XP. Set compatibility to 98 and it'll install just fine.

that is certainly a blue...thing. It seemed lopsided when I saw it XD Maybe it's just me.
My friend and I always thought it was a balloon, because we always saw it in the get 5 ballons thingy. Once we had both 4 balloons and couldn't find another one. After seeing that thing we desperately tried to figure out a way to get it ^^'''. Then one of us bumped into the last balloon accidentally. ^^''
I did what you guys said, got thru the wall and ran around like a moron in forbidden teritory. Not only can you see the blue thing (which I think is a balloon partial submerged into the ground), nad the sign, but you also can see close up the little temple, the other side of the emerald tunnel, and the general other side of things.
By the way, if you could get through the wall in Radiant Emerald, would you fall to your doom?
