I think you are a bit mistaken. Sonic and his pals are only Copyrighted by Sega (who employs Sonic team). All other companies "License" Sonic from them, which means they pay for the rights to use him. Any copyrights you see attached to their products are for their specific product only, and not Sonic as a character. For instance, The Sonic X 4Kids Dub is property of 4Kids. That means they can only use Sonic within "fair use" pertaining to the show. They cannot, produce their own new episodes of the Sonic X series, or even Sonic games, without further licensing from Sega.

That's because Sonic HQ focuses on all the different Sonic 'universes' (For want of a better word). By mentioning all those companies, it covers everything in the site, so characters like Mina Mongoose (Archie), Scratch & Grounder (DiC), ect ect, are also covered, but not the main characters (Sonic, Tails, Knuckles, Eggman, ect), who still belong to Sega.

Ah, gotcha. So, shouldn't it be revised to include 4Kids TV Entertainment, since Becoe, Decoe, and Bokkun are origonal characters of SONIC X?
For the last time, 4Kids didn't create Sonic X. They didn't create the Sonic X characters. End of story.
Spinoff characters are owned by their company (such as Archie) AND SEGA. SEGA gets priority over licensees and could use Mina in a game if they wanted to. I'm not sure if characters such as Bokkun would be considered copyrighted by 4Kids in the US, but I suspect they would.
