It could just be name dropping, though if he claims to have helped MJ pen Stranger in Moscow, it would at least fit in with the verified fact that he penned it during the Dangerous World Tour, and if he did work on the music, then it would have to have been between Jan and Aug 1993, when he was between legs of the tour.
Of course that implies that the music came before the lyrics or the need for the song, given that it was lyrically supposed to be regarding the child molestation allegations, of which Sega supposedly dropped him due to.

i totally get it now, it's kinda funny but i always thought the last zone in sonic 3 was copied off of somewhere... can't believe its from my favorite MJ song.
though still, i feel like i heard it somewhere else. i'll see if i can find that song and post it later.

I think the "GO!" samples were a homage to new jack swing, which was very popular in the early 90s. But then again, MJ made some new jack swing songs in the early 90s too.
