We know it's male. We know it was around before SA1. We know it's not a someone who was in less than 4 games, like Mighty, the Baylon Rogues, any of the Chaotix, Omega, Gamma, Emerl, or Gerald, or any of the extras in Fighters. It dreams of bigger things (like Tails, but he's gone), and is similar to someone else (quite broad, actually). It wants to stay put, which writes out Sonic, but would suggest Knuckles, but I think Knuckles is out. Who the hell is KUCKLEHEAD?
If we look at villains, We have Eggman (maybe), Metal Sonic or Fang ("similar" clue in question) applicable.

EDIT: NM, there's a ) in the way of your link.
Just becuase Japan called the Sonic 2 robot Mecha SOnic doesn't mean it's the same robot. I think the site you're trying to link also said that the manual used "Mecha" as a discription, not a name, calling it a "mechnanical Sonic", not naming it "Mecha Sonic." The two look nothing alike anyway. They only have some of the same moves because of lazy progaming via Sonic Team.
