Mario flat? Apparently you haven't been paying attention to the Mario series. Mario has had more character development and background than SEGA Sonic ever had. We know that Mario is from a italian family or a least from italian desent while Sonic we don't where he came from. Mario has brother and has had a childhood(cannon or not). We don't know if Sonic has any family or if he ever had childhood. Mario has had two love interest(Peach and Pauline )while Sonic...well I don't think he see Amy as love interest more like a sister. The point is Mario does have character development, no matter how small it may be, and that, besides the games being fun, is why Mario games sell more than Sonic in Japan.
I am having serious trouble deciding whether you're serious or not, especialy on your first example of Mario's "development."

Well, if we're going outside the realm of canon, Sonic has had SEVERAL different background stories, each of which was better developed than any Mario has seen. Beyond that, it's OBVIOUS that Sonic had a childhood and family. Unless you think he's a manufactured being like Shaodw. Which he isn't.

Sonic has had Amy, probably Elise, and it seems like there's something between him and Blaze. And since above you said that "non-canon" was fair game, then why not throw in Sally, Mina, Fiona? Not that I'm saying these SHOULD be considered, but you set that bar.
Sonic has more character than Mario, EASY.
We haven't learned about Sonic's background because that's not what Sonic is all about. Sonic is all about live in the now, don't look back, just run and fight. That's why Shadow is the anti-Sonic... he has this silly "Shadowy past" which has kept getting more and more nonsensically complicated with each appearance. That's not Sonic.

I'm not saying we know everything about Sonic. I'm saying there's no mystery because we don't NEED to know anything except that he's Sonic the Hedgehog. That's one of the reasons why the character is so great and timeless. Shadow is all about obsession with dark secrets. Sonic isn't.

I think the more alluring 'mystery' about Sonic would be how he can breeze through life and remain a carefree and optimistic guy in the face of adversity. That is what I could see Elise being intrigued by and admiring in Sonic. There's not really even a reason for that - that's just who Sonic is.
I too like simple Mr. Guy Who Loves Adventure just the way he is.

I think that too but I'm thinking the creators of Sonic would end up doing that first if SEGA asked them to do as such.
My personal opinion: Sonic doesn't need a backstory, the lack of backstory is what sets him apart from Shadow and Silver the hedgehogs.

Yeah, it's from the original Sonic 2 game. Masato Nakamura, frontman of Japanese band Dreams Come True, composed the music for the first two Sonic games on the Mega Drive/Genesis. Later Dreams Come True released a song called "Sweet Sweet Sweet", based on the same composition that formed the ending music for Sonic 2. Now they're doing an updated version for this game.
Okay, NOW I have a little more faith in this game.

I'm just curious as to what Blaze's "cape" is covering up (not to mention why she's returned). Maybe she's wearing some kind of special contraption under there that's grafter to her body to keep her from being permanantly on fire. That would explain why she's a bit catty about people mentiong her lack of breasts.
Anyone else notice the music on that website sounds very PSO? That's not a bad thing either, at least the music is a huge improvement over Shadow. I can't even remember a single tune from that game.

Shame it happened to be completely the opposite of what he expected, innit? Anyway, gist of it all is, Solaris is some all-powerful being with the power to destroy all timelines. And for some reason, despite having all the time in, well, time to have fused together to do this and just done it, they've arbitrarily decided to do it now. Whee.
So, final stage time. Remember that ominous level named "END OF THE WORLD" on the Japanese website? That would be this one. Mandatory playing as all of the side-characters here, but only here, to get ye flask. Er, I mean, the Chaos Emeralds.
So anyway, with all the emeralds in tow, we add a little Deus Ex Machina and Sonic is not only NOT dead, but is now Super Sonic (yawn)! But isn't powerful enough to beat Solaris! So Shadow and Silver go Super and now we have THREE Super hedgehogs (overkill)!
So they kick Solaris' butt, finishing him for all eternity. Well, not exactly - actually, Elise does that part, somehow. But in doing so, she effectively reset the whole timeline - not in the sense that we're back to Sonic 1, but more that now THIS game never happened, at all (shame that didn't work with Shadow!). She meets Sonic, but doesn't recognize him, despite some odd deja vu. End.
Okay, so the major plot twist here is pretty bleh, but it's still an interesting ending. Shame the game doesn't seem to have the quality to back it up, per se.
