My brother's chao Phoenix is a Hero Chao who has won all the races & karate (excl.Dark race of course! And Lv5 Diamond Race)
His question is: How do you get a Chaos Chao? We know the steps but have trouble evolving it again.
Simple either use ACTION REPLAY CODES or spend A LOT of time with him until he turns back into and egg, raise him back into an adult and wait again and after he turns into an egg again, follow the steps.
I've just got SA2B today, and transferred my chao that I've barely raised, along with max rings, from my Sadv2 cart. I have no experience in GC chao raising so I just go about my business raking up green chaos drives as I went through dark side story.
After getting about 150 green chaos drives while going through and after dark story, I learn about ranks for chao and decide to check mine out.
Bear in mind that I plan this to be my only chao. I will raise it and reincarnate it, if necessary, into a neutral chaos chao, making it a run {sonic} chao in its first life at least, and have it do all the chao stuff on SA2B and SADX {should arrive on Friday} for the emblems.
Anyway. I go to the chao doctor to see its ratings for each stat.
It has an E in Run.
F**k.
I regard Run as the most important stat because all of the races involve running. I have also been actively gearing this chao towards the Run stat and wanted it to become a Sonic chao.

Edit: Okay, I've gone back and looked at it's other ranks.
Swim: A
Fly: D
Run: E
Pow: C
Stam: B
I suppose these ranks aren't that bad? At the least I suppose it'll help someone give feedback...

Now, I need to know this: Should I continue to raise this chao? Should I dump it for a new egg to see if it has a decent Run level, or what? Once it's run out of levels to gain, will it still be able to win all the races? If not, will it be able to after a reincarnation? I don't care about the ranks specifically, just winning the races, and raising stats is no problem because I have enough rings for 1000 chao fruits.
Edit 2: Well, I'm an impatient guy, so I decided to hatch a few eggs and see what I got. After about 10 eggs I had 2 chao which I thought were suitable.
One had rounded stats while still being a letter above every other chao I got, apart from one - it had two S's. O_o Unfortunately it also had two E's {and a D too, I think. I don't remember the 5th stat.}
I decided to go with the balanced one, but the one with an E in Run is now being kept on Sadv2 incase I change my mind for whatever bizarre reason, or a backup chao I suppose. Meh.
Wow you suck at raising animals/pets/things. Naw maybe not, what level are these chao...I don't recall seeing that posted in my quick skim. ^_^ I mean I have a few level 99 guys and they all have atleast C run and maybe some Ds. But all in all if they have low run stats give them green based animals...if you want to keep itm that is, because a low run is basically a guaranteed lost.
I'm an expert on chao apart from the new things added in SA2B, cos I never heard about them and only just got it. I know exactly what I'm doing. I don't use the common animals cos most of them lower stats too, and I already said that I know Run is important.
Doesn't matter now, the chao I said I'd use is now a gorgeous Chaos chao. 😛

Can a Chaos chao be made on Sonic adventure 2 on Dreamcast?
As far as I know....yes. ^_^
As far is ranks go i've noticed that most chao start out with abcde ranks in any order and that if you lucky you'll get one that has and s rank(usually means other ranks are lower then usual). now this applieds to non-bred chao. Bred chao tend to have the average of their parents ranks, but I've heard the double S has a habit of giving the offspring a poor rank.
As for chaos chao I would recommend raising them in SA:DX if possible due to their being fewer animals and a greater supply.
