Lately I was wondering what was the first game to have sonic's voice.:

Sonic CD. He said things like "Yes!" when recieving a 1up and "I'm out of here" to obnoxiously end your game if you waited around too long.

If you mean on a larger scale with cutscenes and what not, Sonic Adventure.

Well, at the good ol' Sonic HQ games list, you have SegaSonic Arcade listed before Sonic CD...however there isn't a release date shown for the arcade game.

By both continuity and release date, SegaSonic came first. It was released in June 1993, whereas CD was released over September to November in various territories.
