It's a photoshop. Some people weren't too thrilled about her Amano hair getting center stage in Dissidia. 😛
Thing is, it's been confirmed that her alternate costume will sport the green hair.

It's pretty good. And I like Terra with green hair better. As if FF doesn't have enough blondies. lol
Amano's work makes the characters look more prickish than they already are. 
That and it made Zidane look like a woman.
