epilepsy could happen when the flickering frequency is 5-10 hertz for children and 15-20 hertz for adults.
on a pokemon episode if i'm not mistaking kids in japan did suffer from epilepcy cause of blue and red flashing backgrounds.
although the pic you put up ultra is cute and calmer flashing so its not a problem i would think XD other than make you go to la la land.
