I think it'd be a close match since the Groundhog has weather control powers which he could use to try and take down Shadow without having to get near him but Shadow could probably use Chaos Control, run skate up and shoot him in the head before The Groundhog could do anything.
It's a close match, but Shadow's Chaos Control gives him the edge...

Actually, I'd say it's more along the lines of "conflicted feelings." They're so attractive that you know it helps them get away with doing horrible things, yet that awareness somehow adds to the attractiveness, if only by reminding you of how powerful said attractiveness can be.
I notice a similar thing about Haruhi Suzumiya, despite not being very familiar with the series apart from a few scenes... even aside from her appearance and voice there's that cheerful, energetic personality of hers... so when she does incredibly evil things, taking into account her appearance and personality leaves me thinking "no wonder she gets away with being evil, she's so sexy!"

... in all seriousness though, Mada, what about those who are neither adorable nor sexy? Isn't your approach considerably unfair to them? Neither lust nor maternal instincts should trump doing what's right. I don't feel obliged to follow the "natural rules of the world" when type 1 diabetes is natural and the insulin treatment that keeps me alive is artificial.
