The general idea of Meowth's fantasies is that they consist of whatever pokmon Team Rocket are trying to capture, and how Giovanni will be able to use it.
However, this doesn't account for why Giovanni is half naked in most of them.

Red defeated Giovanni multiple times then hightailed it to Mt. Silver to ponder what really is in the empty inexcessible spaces between the routes...only to be bothered by some stupid kid who somehow managed to get to his location. What did ever happen to alternate universe Giovanni???
Also wasn't there a special that was never aired in English where Ash and Giovanni meet but by the end of it everybody had their memories erased?
