I'm also concerned that Tails seems to have far more than two tails in that image. Also Knuckle's lyingness is further demonstrated that he looks like he's about to punch something even then.

Looks like during the time around AOSTH/S&K. Other than that I wouldn't have a clue. It ties in with that 'Sonic Says' stuff too.
Maybe it was some kind of poster.

Anyways, that poster combined with NumlFox's comment is LOL
