HPA, since the Federation has been on friendly terms with the Klingon Empire, even more so since Martok became chancellor, I guess they allowed a few hew-mons to play.

EDIT: I forgot to mention that the friendly terms are a result of the reinstatement of the Khitomer Accords at the beggining of the Dominion War. WOE UPON ME AND MY NEGLIGENCE.
