I see NES-quality graphics, but could very well be an older PC title. Other than that, I've got nothing to go on.

You're correct to think it's an NES game. Think along the lines of "low class" NES games. Kinda like Solar Jetman (GOD I was pissed to find out I wasn't here to guess for that one. I played the living HELL out of that game! YES, I actually owned that as a kid!)
Here's a hint. You're on a mission to rescue some VIP hostages that have been taken over by prisoners. That screenshot is one of the first things you see before you, the crazy secret agent, flips out of the car to go sneaky-sneaky across the city streets and into the embassy.

Heavy research, involving Google Image Searching every game on a list of Game Gear Puzzles until I found it. You probably found your picture from the same site I found it.

A'ight. I played it on the Genesis, but that was a port. I believe this screenshot is of the original Amiga release of this puzzle adventure.

Okay, here's another clue. The main character is a stereotypically named hillbilly, with a weapon/friend. Their names form the title.
Bubba 'n' Stix. Never played it, but I'm familiar with the character due to all the ads that were run in magazines back in the day for the Mega Drive port.
I remember playing that thing on Sega Channel. Actually decent game.

Surprisingly, the game this screen shot hails from was developed here in the U.S.
Also, it's for the SNES.
And eerily resembles another 2D mech game from the publisher's catalog (by a japanese developer), so much so that for years it was rumored to be an unofficial spin-off before the issue was finally settled by the game's director in 2004.
And, oh yeah... bitchin' 2 player Vs. split-screen mode.
