Bison had a new body made that was slimmer, and not swollen with Psycho Power, thus thinking it would nullify Akuma's Shun Goku Satsui, which deals damage based on the evil in someone's heart, and Psycho power is strengthened by the evil in the hearts of Bison's oponent (Capcom made this pretty complicated).
As for Bison being dead, Capcom have stated before that the Street Fighter story is more of a mythos rather than a canon, thus each game could be seen as an alternate universe.
Well, going by that explanation than I see no reason for Bison not to return for SFIV. He's a bonafide Sigma, that one.

Yeah, Sigma was more or less a disembodied AI that came back in every Mega Man X sequel in a new body. That was the comparison I implied. If Bison's back after what was supposed to be a canon death, then it means he's jumped bodies again.

Hmmm...Seth looks pretty sweet. Reminds me a good bit of Urien to be honest. Probably is a relation, I wouldn't be surprised. But Fei Long!!! Oh heck yes!!! Please make him be in this game!!! Considering the time frame of the game, why the heck wouldn't he be.

Right, I hear ya man. I don't see why one would think the Wii couldn't handle SFIV[graphically]. What's so special about SFIV's as opposed to Brawl's or No More Heroes. I can understand Capcom's need to be cautious, this is a business and sells are everything. Honestly though, I can see this game going over very well in the arcades over home systems. At first atleast, but in time it'll start selling for 360 and PS3 for sure[maybe even PC ]. I mean yes I know the Wii is the weakest graphically out of the others, and i'm guessing Capcom doesn't have the time to tap into the Wii's full capabilities at the time being, so yea I don't blame them for not putting it on Wii. I still wish though. Haha, but like you said there's a possibility of that VS game coming to Wii, so here's hoping.
Now Rufus...why? He's going to be like Raiden from Fatal Fury or something? As for Seth...impressive, impressive. Intimidating for real. I certainly see a striking resemlance to Urien though...that bottom left corner pic and the one above it look just like Urien's moves. And that pose with the "chicken wing thumb" looks like Urien's pre-fight taunt thing. I'm betting Urien, Gill and Seth are all from the same place. Yep yep. Super pumped about this game though. I'm going to ask my local arcade how do they plan on going about getting new cabinets, because they need this one.
Each character features a lot of polygons, they've been modeled with a lot of detail before they added the stylised graphics, adding all the facial animations also.
Now I'm not saying the Wii can't get similar results by making it up with the stylising a la No More Heroes, but you're not likely to see characters of that detail in polygons on the Wii. Also don't think I'm saying the Wii can't look good either. 😛
IF SFVI does come to Wii, it'll likely be coming later on, after the game is out and getting some momentum.
As for Rufus, his design is rather surprising to be honest, I myself am impartial, I'm not fond of him, but I don't hate him. So long as he plays well then I'm happy, but I still want Cammy! 😛
Ahh yes polygon count. I always forget about that. So important, that is. Oh well if I get a PS3 it won't matter. But yes, Rufus...ummm no. He could be cool though...i'll have to see how he plays. But yea Cammy, I know man. Maybe she'll be in here. She's a pretty vital character afterall.
Indeed she is vital! Well, she's important to fans at least, as she's the second most popular SF lady after Chun Li.
Even if she doesn't make the arcade version, Ono has stated that more characters may appear in the home console releases, like Sakura and Ibuki (his examples), so I'm hoping we'll see a few more favourites from the SF universe.

A new trailer was shown at Captivate 08 showing off some of the new fighters but also the Shadowloo Bosses in action. And yes the announcer is annoying. Hopefully he won't be in the game.

As for the timeframe of that sequence...it definitely went back to the SF Alpha days and i'd even say before that. But what did it go up to...not really sure. They looked alot like their SFA characters, but I suppose it could've been in the SFII timeline...maybe. =P As for Gouken, that's eerie. =O

Sweet find Robo. Now that I think about it...I can't think of any other game where the players have spoken English...or is that just me? Sure Guile and Ken had sayings and stuff...but Ryu and them...no I don't think they usually spoke English. And those Super Combos...awesome. Oddly enough though...once you fill up all 4 of the bars...it's called Super then, isn't that Ultra? Maybe I missed something.

Ahh ok. See I haven't played those. But isn't this the first SF title to have English dubbing? As for Cammy...dude i'd love for her to be in this game, but it's not looking like it's going to work man. I believe C.Viper took her place...just from an American side this time. *shrugs*
Well, Yoshinori Ono has said to wait and see for more female fighters in the console version, as the 'sausage fest' complaints are still there, what's more Cammy and Sakura are too of the most demanded characters on the official forums, so I wouldn't put it past them.
