The texture file for the pyro's under-mask skin you wrap those around a 3d model
and they make a pyro head with a female face. and apparently it's in the pyro directory. Could be the Scout's mom but the scout's mom (unless she's the pyro) isn't a playable character so there would be no reason to have that file in the game content files.Or even in the game for that matter @ playable character.
I know Valve encourages tinkering so I'm calling hoax until......well until I see the "Meet the Pyro" vid Who knows. Maybe Valve is trying to trick us? They know a scary amount of us WANT the Pyro to be female. Maybe the Pyro was supposed to be female all along but they never got around to implementing it. And that image might be from the games early development.

Along with a sign that says "Leaked Video" that was added in the official version, there are two signs that say "Is a Man" and "Is a Woman", obviously referring to the confusion around the Pyro's gender.

Like, you have to get a picture of Dracula, but it takes a while to work so you have to keep him in sight for a certain amount of time or something?
