EDIT: Okay, final hint before giving the answer and posting an easier image. This will probably give it away, but Shadow Hog's last guess was extremely close, although a little newer, and was published in the US by the same company I was referring to.

Wow, really surprised no one guessed that one... The game was RayStorm, released in the US in 1997 for the PlayStation by Working Designs (the first game under their short-lived Spaz label). After Shadow Hog mentioned RayCrisis, the next (and last) game in the series (also the last game Working Designs released under the Spaz label), I was almost sure someone would get it.

Oops, forget about that, heh, posted there before I thought about using that image here... That screenshot is actually from the PC version though (the GC version doesn't look quite as good), since it was much easier to take one there.
