This is pretty much Hitoshi Ariga's Rockman Megamix, that came with the Rockman 9 Arrange Soundtrack!
A shorter introduction would be, Ariga's back with some joy and WIN!
I tried going on the link, but it seems as if there's an error with the link, because of the "404 not found" stuff.

The Site is down, would post a link to the manga, but I don't know if that's against the rules?
Either way, a quick Google search would work.
A fixed version of the link would greatly be very appreciated by me, especially since the site is still down.
