What MOCKERY is this? And the magazine is so old, too!
This is about little kids' demented ideas at "Doctor Wily's next robot masters."
But what really makes it funny is that some of these robots actually ended up being used in the real Mega Man games! They never said anything about that on the page itself, however.

I have to agree. That alone is what makes it funny. Those designs are just laughable, not to mention the side commentary to go along with it.
I used to make up my own robots & actually came up with Beeman and Glueman! 
it's the comments that had me laughing. ^.^;
Notice the robots that were used for real games were only used in later games?
"Um, anyone have that old Nintendo Power magazine with the robot suggestions? I've run out of ideas."
"Uh, yeah, here it is..."
"Hmmm... Clown Man... Magic Man... They can be used the next games. Hey! Freeze Man! YEAH, that's who we need!"

"Then will make him look like Gemini Man! He's cool, right?"
"Diamond Man looks like Gemini Man more."
"SILENCE! *slap*"
I bet that either these entries were never sent to Capcom, or they were rejected, because their design wasn't good enough. I also believe that there is a bias against foreign entries as well.
Oh, I donno. The appearance of Magic Man looks more or less like a tubby version of Capcom's.
