Harper City, a town full of mystery, the only thing is the citizens don't realize it. Harper's city is a little town somewhere in the United States (nobody is really sure where). It was founded by Roger Harper in 1912. Starting out as a small town called Harpersville, it soon became a buzzing city. Unfortunately, Harper did not live to see that, or the renaming of the town to Harper City in 1945, he died of lung disease in 1932. It was then that the city decided to start electing mayors to run the place (up until then Harper was in charge).

Most recently the city has been graced with the presence of the beloved, Mayor Kollins. Under Kollins leadership the city has flourished. It was Kollins who brought new technology, such as the microwave and computer, to the city. He also is credited with building the Kollins Institute for the Criminally Insane, which helped solve the massive crime problem Harper City had been having.

But the strangest thing about Harper City, is that no one leaves. In fact, no one ever talks about leaving, and why should they Harper City is one of the greatest places to live.

OOC: Okay, there's some history for you folks and now let's get on to the point of the RP.

IC: When a thunder storm (the first one the city has had in 30 years) causes a city wide power outage, all hell breaks loose. Having never experienced a thunder storm, most citizens are frightened and confused. It also means bad things for the mayor, having not prepared for such an event there are no emergency power grids in the city. To add to the problem, all of the convicts put away in the institute are free. Most of the convicts aren't actually harmful at all, just put there unjustly by the "wonderful" mayor. But, there are a few who deserved to be in there. Rapist, murderers, and the downright psychotic. Luckily, the mayor has sent out his special task force to bring down these criminals. But will that be enough, also, what about those who were wrongfully imprisoned what are they planning to do.

OOC:Okay so that's the story so far, alright before you get started let me so you a template of what I want in your profile.

Name: You put the name here....duh

Age: I think you know this one

Apperance: Give a brief description of your character's looks and clothing

History: Tell us about your character's past, or atleast what they know about it

Faction: You pick 1 of these 3 factions to be part of...

Mayor- You side with the mayor, or are part of his task force and you're trying to find a new power source and capture all the criminals.

Citizen- You have no side and your just looking out for yourself and your family.

Inmate- You side with the inmates and belive that the mayor should be taken out of power.

So if your still confused here's my profile for the mayor (who I'll be playing.)

Name: Mayor Joseph Kollins

Age: 52

Appearance: Short, blond hair with a slight bald spot and a very pale skin tone. Wears a suit and tie that seem to fit his husky exterior well. He also seems to sweat profusely when speaking in front of large crowds.

History: Joseph Kollin lived an average life up until he became mayor of Harper City almost 7 years ago. Now, Joseph is faced with having to leave the office of mayor as of next year. He has 2 children Maria and James and a lovely wife, Emma.

Faction: Mayor

And after you've given that your golden. Also I suppose my other character's profile wouldn't hurt either.

Name: Luke Crowhorse

Age: 28

Apperance: He has long silky black hair and a brownish skin tone. Luke has muscles that would scare Mister Universe, which suit a man of his stature well. He is usually seen wearing a trenchcoat with a wifebeater and jeans on underneath, his shotgun is usually hidden inside the coat, depending on the time of day he also might have his sunglasses on.

History: Not much is know about Luke, he became the mayor's bodyguard after his election 7 years ago. Because of Luke not knowing his family he considers Kollins to be a father of sorts. Luke has never left the mayor's side, he even lives in the same house as Mayor Kollins and his family. Luke still holds out hope that he'll find his family someday.

Faction: Mayor

IC: Mayor Kollins paced back in forth in his office "This is bad" he thought to himself. He had never anticipated a power outage, or worse a breakout. The best he could think of doing was sending out his task force to round up all the criminals. But, he didn't even think this would help, as for the other problem, he was working on that one. Just then a rather tall fellow walked in wearing taking off his sunglasses almost as soon as he entered.

"Luke, I trust you took Emma and the kids to the safehouse?" Joseph said to the man as he took a seat at his desk.

"Yes, we made it there no problem" Luke said. After a couple minutes Luke spoke again. "Sir, what do you plan to do?"

"What I'm about to tell you might sound crazy but I think you'll be able to handle the job" Joseph paused for a moment and looked straight into Luke's eyes. "I want you to go out into that mess and find someone you think has what it takes to accompany me on my journey."

"Sir, what are you talking about?" the look on Luke's face showed shock and a little bit of fear.

"We need a new power source and the only way to do that is leave the city" Luke was taken aback by this.

"Sir, why can't I go with you?" he said looking down to the floor as he spoke.

"Because I need you here to protect the city and help the task force" he said walking over and patting Luke on the shoulder. "You have to do this for me Luke, for the city."

"Alright, I'll do it" Luke said and he head toward the exit of the office.

"Also, Luke" he paused outside the doorway and turned to face the mayor. "Feel free to beat up on some of the criminals while your out there" both of them shared a laugh together and Luke left. The mayor went back sat in his chair and smiled.

"It's all coming together perfectly."

OOC: Dun-dun-duuuun. A nice little cliffhanger for you all, so feel free to ask any questions or problems you might have with the story, and RP already!

NAME Dick Crowley
AGE 38
APPEARANCE A white guy who's always sporting a brown, wide-brimmed fedora, and often a matching trench coat. Underneath that, he has brown pants with suspenders going over his white undershirt. Sometimes he wears a vest over that to even things out, only if he's not wearing his trench coat. Always a cigarette in his hand, even if it's not lit. He'll pretend to smoke it just to look cool.
HISTORY A detective who tries to dig up the details on the few crimes that occur in Harper City. Often skeptical about the evidence that suddenly comes up to put people away.
FACTION Mayor, but not wholeheartedly.

The power went out. I'd heard about this before, in other towns, everything goes black, just like that. It didn't stop my practiced aim as I lit my cigarette and took in a breath of smoke in one smooth motion, exhaling the fumes, my feet kicked up lazily on my desk, coat on the hanger by the door.
"Ain't this a fine song and dance, Richard!" said Melissa Busty down the hallway, my on-and-off girl for the past year. She burst through the door.
I tipped my hat up to get a good look at her. I could tell her hair and makeup were done, as usual. Pretty as ever, even in the dark. Loud as ever, too.
"What are we gonna' do, Ricky?" she asked.
"Shouldn't you be takin' emergency phone calls? I thought that was yer' job or somethin'," I replied lazily.
"I'm off right now! AND the power's out, so a lot of good it'd do, since the phones don't work!" she retorted. Then she added, "Shouldn't YOU be out on the streets, helpin' people?"
The dame had a point. As a man of the law, even just a detective, I was obligated to be out on the streets, ready for any sort of violent outbreak, as was common in blackouts, or so I heard.
I took another puff from my cigarette, then sighed mournfully as I put it out in the overstuffed ashtray. I walked to the door and grabbed my coat. I couldn't be seen out on the streets without my signature trench coat. Then again, I probably couldn't be seen out there at all, what with the lack of decent lighting. A lot like my office with its one desk lamp.
I was on my way out the door, then turned to Melissa. "Well, you comin' or goin'?" I asked.
She paused, then looked at me like I'd asked her to walk onto the devil's doorstep with me. "Out THERE? In that mess? No thanks, I'm fine right here! Another helpless gal like me will only add to the mess out there," she said, shoving a hip towards me. "Now get out there and do what you do best!"
"I'm a detective!" I reminded her. "I sniff around best. 'Helping people' is just a side dish I like to whip up now and then if the opportunity comes knockin'."
I made my way for the door, pulling a cigarette out of one of my coat pockets as I emerged out on the street. I did not take much of a liking to what I saw.
