The Sonic Mega Collection, which is set to ship on November 12, has the following information listed to describe it:

The Sonic Mega Collection for the Nintendo Gamecube will be compiled on one single game disc and will be for one player. This means that a second controller may not be able to follow Sonic around as Tails in games such as Sonic 2 and Sonic 3.
