As Sonic tries to stop a bank robber the local citizens get in his way and claim they have their own heroes to stop criminals. These heroes are called the Zed Monkeys and turn out to be all talk, letting the robber get away because of their Hero Hour (An hour dedicated to posing and flexing their muscles). During this hour the majority of the city’s crimes take place as there’s no one to stop the criminals, so Sonic heads to the Zed Monkey’s school to find out whose idea this was. It turns out that the Zed Monkey’s leader Professor Zed was actually their arch enemy Madmeano in disguise and was using Hero Hour to help his fellow villains. After his arrest the Zed Monkeys replace Hero Hour with Agony Hour and Sonic leaves them deciding this is a hopeless case.
